We have hosted numerous events during this fiscal year. Those events included continuing education workshops such as licensure test prep, networking events for social workers, and several political action activities. Coffee Talk Meetings, hosted by Sussex County Representative Yvonne Dodd with the involvement of NASW DE PACE committee, have engaged members in a variety of targeted activities. The activities have expanded the public's knowledge of available health care services and programs, discussed ways to combat racism and partnering with the Delaware Hispanic Commission on immigration. We encourage you to continue to support and engage in the various programs and activities of the chapter.
We all recall the reading, writing and studying as we were prepared for our social work careers. I want to express my sincere Congratulations to the 2017 BSW and MSW Graduates! On behalf of NASW Delaware, we wish you success as you embark on your career. Remember, the chapter and its membership are a professional resource to you.
In conclusion, I want take this moment to Thank You - Board and Committee Members - for your service during this fiscal year. We look forward to working with our incoming President Shannon Fisch and the board members beginning July 2017!
President, NASW Delaware Chapter
As the end of the fiscal year approaches, I want to reflect back on a host of chapter activities which embodied our continuing theme - Delaware Chapter is ON THE MOVE! And we have been.
The fiscal year started with a board orientation and retreat. New and returning board members and committee chairs participated in an interactive meeting to plan the years events and activities.
The Chapter has been actively involved in advocacy activities regarding Multi-tiered licensure. Throughout this process, we have participated and given testimony during the Delaware Board of Clinical Social Work Examiners meetings. We continue to advocate for the passage of this legislation during the 2017 legislative session.
NASW-DE has developed partnerships to support communities in Delaware. A few of those include The Wilmington CDC Community Advisory Council to address the epidemic of violence in Wilmington among youth, Community Housing and Empowerment Connections, Inc. relating to the effects of foreclosures on families and Churches Take a Corner, our faith-based partnership regarding substance abuse.
NASW DE, in partnership with the NAACP of Wilmington, conducted two candidate forums. The first was federal representative candidates and the second with the Governor and Lieutenant Governor candidates. NASW DE encouraged it members and the social work community to cast their vote in the 2017 elections. Remember, Each Voice and Each Vote Counts!
NASW Delaware Scholarship Committee recognizes the value of our social work education. A scholarship fund raising event - Painting with a Purpose in November - was fun, allowed for socialization and raised money for deserving students.
We celebrated and congratulated our dear college Dr. Marlene Saunders who received the NAACP Wilmington Branch 2016 Freedom Fund Award.
In all counties, social workers in all three counties participated in Coffee Talks. The events allowed social workers to gather and discuss their opinions and concerns, for their clients, communities and themselves, in this post-election environment. We had leaders in the political arena as lead discussants: Lt. Governor Bethany Hall-Long in New Castle County, Harold Stafford, MSW, former Secretary of Labor, State of DE in Kent County, Anne Farley, PhD, Government Relations in Sussex County.
On March 1st, Governor John Carney signed a proclamation declaring March as Social Work Month in Delaware. In attendance, for the commemorative signing, was Norwood Coleman, Chapter President, Debra O’Neal, Interim Executive Director, Fran Livingston, Chapter Administrative Assistant, and members Hal Lipton, Sheridan Quarless Kingsberry and Marlene Saunders. Governor Carney welcome the opportunity to make this declaration and thanked each of us – representative of all of you in the field – for all social workers do every day for the citizens of Delaware.
Throughout the year, we have hosted continuing education workshops, in all three counties, for members and human service professionals. Additionally, we supported other organization by approving continuing education credits for their agencies professional development workshops.
The chapter sought several volunteer leaders for board and committee leadership roles. As the election nears completion and appointments are being finalized, the existing and potential leaders will ensure that the chapter is in good hands moving forward.
We welcome the leadership of Shannon Fisch as she transitions from President-elect to President effective July 1st. She, the chapter board, committee leaders and YOU will drive the chapter forward to reach a new set of goals in the next fiscal year.
Delaware Chapter, we have definitely been ON THE MOVE!

Important Update Regarding Multi-Tier Licensure
At the board's May 15th meeting a draft of the bill that includes regulations for multi-tier licensure was accepted by the board. This document, which included the board’s recommendations for revisions, will be taken to the drafting attorney for the Legislative Oversight and Sunset Committee (JLOSC) (formerly Joint Sunset Committee) by the board’s attorney. The research analyst for the JLOSC indicated that if the process proceeds normally, the draft legislation could be placed on the JLOSC’s June 22nd agenda. If the legislation is accepted, the board will be removed from Sunset review and the bill will proceed to the next step in the legislative process. For the process for moving from a bill to a law in Delaware, go to https://legis.delaware.gov/LawsOfDE/LegislativeProcess.
As of the writing of this newsletter, the JLOSC’s next meeting has not been posted on their home page. A notice of the meeting when the board is on the agenda will be sent to all members as soon as the meeting date, time and location are announced. Members are encouraged to attend.

The Membership Committee is responsible for developing plans to retain current members and recruit new ones. The committee also promotes and provides positive public exposure for the social work profession. Therefore, the Committee works with other entities to develop cordial relationships. It also encourages Social Workers to connect with their professional organization to advance their career with the adequate protection that gives full support to the social work profession. NASW Membership helps to advance the career of social workers in many ways. For example, each member receives a two-for-one membership; they are members of their State Chapter and National organization at no additional cost. Additional incentives include access to continuing education workshops (some online workshops are even free) and job postings, news updates through our Chapter’s newsletter, and opportunities to network with colleagues at social events.
